Sdr2 is hosted by Sourgeforge. If sourceforge.net is offline you might want to download from Neuranse.com.
The source code dwells in sdr2.zip.
Win32 (MinGW) executable and required libraries can be found in sdr2_win32_binaries.zip.
Precompiled libraries of DCMTK for MinGW, MSVC 2008 and 2010 Express (32-bit) are provided as zip compressed folders. Download requires high speed internet access.
Please see install how to go from there.
